A Real Homeless People Solution is Needed in the Helderberg
Many residents of Somerset West have noticed the ever growing homeless population in the area. It is time that all concerned residents, local business owners, NGO's, Local Government and Churches get together and find a solution to the problem. As it is very clear that the state can not solve this problem on its own and the homeless population is rapidly expanding.
Currently there are many organizations working in different directions. A real solution can only be found in collaborating all for one common goal. If all organizations could work together they could make a huge difference instead of lots of organizations running around in different directions solving hardly any problems of the homeless. Leadership is key to solving the problem. This will require a shift in mindset and getting the buy in from all organizations and the residents is urgent.
The key to the homeless problem is to offer a "hand up" rather than a "hand out".
Generally homeless people fall into the following groups:
1. Mental Disorders
2. Addiction and Alcoholics
3. Physical Disabilities
4. Poverty (no skills or education)
5. Ex Convects and fugitives
6. Unemployed
These are the needs that must be addressed. If organizations could provide homeless people with as much support possible this in turn will get them off the streets. Rehabilitate them through intervention.
An idea is to form a committee group called H.E.L.P (Helderberg Empowering Life Program).
The committee should consist of representations of government, charities, ngos, churches, police forums and rate payers association. This is a tall order, in reality sub committees would need to be formed. The purpose of the committee would be to collaborate and move towards one direction.
The idea of HELP is to register homeless people into a system and will issue them with a HELP passport. The homeless person once entered into the HELP program will go through the following stages:
1. Immediate needs (food, clothing and shelter) through various HELP organizations.
2. Physiological Assessment through HELP Physiologist Interns and volunteers
3. Welfare needs i.e. does the homeless person qualify for grants
4. Intervention through referral to State Facilities (Mental and Rehab)
5. Referrals to NGO organizations such AA and NA etc
6. Motivational Workshops and Spiritual Counseling
7. Put to work with the HELP Passport - Car Guards, Clean Ups, Recycling Projects
8. Skills Development Programs
